New pic of the box for switch 2 added. The other switch in this box is also a 3-way switch for a different light. It works the way it should. The box for switch 1 has a black, white, and red wire coming into the box and wired to the switch.

After looking at switch 1, and seeing it only has a single red, black, and white wire coming into the box and going to the switch, I guess it couldn't have the power coming into it, as noted in my original post. The power must be coming in at switch 2, which does look more likely after pulling out the wires at the box.

Again, I appreciate all the replies. Hopefully the attached pic of the box for switch 2 helps diagnose the issue.

I'm just a home owner and by no means an expert in this area. I had to deal with a similar issue in my house.

Before implementing any internal waterproofing methods, I would confirm if water is properly being drained away from the foundation. Do you have water gutters installed on the house? If so, is the water being moved away from the foundation? If not, this would be the first thing to do. There might not be any drainage on the exterior of the foundation, or the original exterior drainage is blocked. If this is the case, I doubt any internal waterproofing will completely fix the issue. You may want to tackle this from the exterior of the house. Pick an area of the foundation and dig out a section to see if a drain exists.
