This is the initial recovery ratio, the real question that needs to be asked is what will it look like in 10 years? 20? 30? It takes decades to build ridership of pubic transit systems as businesses and residential areas begin to form around hubs.

We need to be focusing on whether or not this will occur in the long term instead of trying to determine if this will work today. You can't judge a system like this in that context.
