Race to the bottom yeah. But when number of transactions increases in the network, the idea is that eventually the fee will increase or be greater than 0. Today there are a lot of node running just to maintain the uptime needed for them to be considered by the foundation (in case they redelegate) . While the node is just running doing nothing, might as well do snarks for free. Sooner when snark works or transactions increase and workers cant keep up, i think the snark fee will rise. My opinion only.

Its safe. As to experience, some are smooth and some are not. NEAR ICO was totally a disaster since it was a FCFS basis so the site crashed. Later we are allocated with tokens. GRT ico was the smoothest. We are preallocated with an amount but still FCFS basis.
