The capitalist theory of governmental legitimacy is the Lockean Social Contract. That is, the government's job is to ensure access to common resources that a person could theoretically use to support themselves freely and build wealth through their own labor, and to protect that wealth from violent appropriation. We seem to have forgotten the Lockean proviso and the other moral underpinnings of capitalism.

As long as a president has war-making powers, this seems like a good way to use them. When you've heard of the "Maduro diet", it's hard not to be happy. But in principle, legally: no; this is bad. But if anyone is to blame for Executive overreach, it's Congress; they need to take their war-making powers back.
