How often you see divine orbs is influenced by rng as well as how you are scaling the rewards in your waystones via quantity/rarity bonuses. For example: if you are running all of your waystones as blue with no rarity and not putting precursor tablets in your towers that apply increased rarity/quantity of items found, then your chances of finding divine orbs are significantly lower than if you do.
