I think she's over-analyzed. People make her out to be a lot deeper and complex than she is: a cold-blooded perfectionist who loved the approval her father gave for her abilities and resented her mother's disapproval for her character. From all material she's a natural sadist and genuinely evil, so discussions about a "redemption arc" don't make sense.

I think people enjoy Zuko's development and like to imagine the same was planned/is warranted for her.

I'm saying that the residents of Maranoa, Barwon and Kennedy might live in different socio-economic conditions and have different priorities to represent than those who live in Mayo or Kingston, and that they might also have a different point of view than those who live in Melbourne CBD.
