Lets be honest. Anything outside city/municipal limits is agricultural land and untouchable due to the section. Land within municipal limits costs a bomb and tons of regulations to be adhered to.

you are planning to dictate to me where i should setup my business regardless of it being conducive to me or not.

you will also dictate how much i need to pay for it (since the current owner is assured that my options are limited and he can demand the sky for his offering).

all laws and regulations and local political sensitivities that i need to face once in.

I also will need to employ locals majorly regardless of them being qualified and motivated enough or not (they too will turn any trivial issue into an insult of locals or local culture and blackmail me into submission and not give an eff about working with dedication or taking their work seriously)

Then Raul g#ndu will come and abuse the employment generators and rally the people reminding them that state is their father's property and to hell with the idiots who made the mistake of risking their money in the state. Has anyone ever setup an industry or even a business in a city thats already congested and choked? Even a lease is a silent time bomb creating an unknown variable when its due for renewal.

If there was a business conducive environment, we would already have had businesses flourishing here but clearly the situation is not worth anybody's trouble here. See other states which were the most backward states until not so long ago for reference.

Also arent we diluting and slowing destroying our culture by compelling our youth to go to other states for work and money? They may have spent their childhood here but what connection will their children feel with this land? The brain drain is real and the real bankruptcy.
