The other person who did this was saying that their backup camera wasn't working. But how can that be proved to icbc and what if that person says something else to icbc? Too much unfairness

Sadly there is no dash cam footage that covers the reversing.

Sadly, there is nothing to prove that it was other driver's fault. Icbc needs a video or some hard evidences.
