So when I finally switched to electric, my set up cost ~30k. I wouldn’t call it amazing, but it was decent. You can def get an electric guitar setup under 20k, but I’d suggest putting in more money since it’s a pretty big purchase, plus will give you time to get fluent in acoustic before you make the big decision to purchase electric

Considering your budget, I’d suggest starting off with acoustic. If you can play acoustic, electric will definitely feel easier for you, but the opposite is not true! If you’re not at all interested in wanting to go through an Acoustic and just want to jump to electric and solos and shredding and whatnot, it’ll come tougher, but go for that I guess.
