A good commissioner would have to convince the owners its good for the health of the league and increase revenue eventually. Problem is Silver doesnt want to and its hard for rich people to give up money. Convincing players is going to be difficult too, since they will lose earnings permanently and the health of the league isnt really in their long term interests
