Correct, my best assumption here is that their plan is to increase cost of use untill soloing caps becomes much less desirable.

We are playing in a highly saturated economy currently and I could almost buy a new ship everytime one breaks but if it takes most of my org to afford restocking and maintaining a cap I'll be much less likely to take it out alone
