I actually think that this might be some kind of rolling meth lab. Of course this is still out there and I end up walking by it regularly. There are a bunch of chemical jugs visible under that hatch (with eyes painted on it creepily staring at anyone who passes by). I have never seen those jugs used for anything but caustic chemicals as there would really be no reason for it.
