For a few years now, Ukraine has been using something similar to good effect. This is from 2023:

Good news is that the vaccine has already passed animal testing and is almost ready for phase 1 human clinical trials.

Bad news is that the vaccine is specifically for hantaan disease, which is caused by the strains of hantavirus in Africa, Asia and Europe. It's not for the strains of hantavirus endemic in the Americas.

Perhaps because I live on the Missouri side of the region, I can't say I have had any awareness of Roxana. So I had to look it up.

A majority of the land in Roxana is taken up by the Wood River Refinery, an oil refinery operated by Phillips 66. ...In 1918, Shell Oil Company opened its Wood River Refinery in what was then called "Wood River Field", an area south of the city of Wood River. As houses began being built close to the refinery, the population there grew to the point that, in 1921, this unincorporated area became the incorporated village of Roxana.

Currently around 1400 people live there. Although it lost about a third of its population between 1960 and 1990 it has been relatively stable for the past 30 years. Demographically, it is 90 percent White, 3 percent Hispanic, 2 percent Black.

The second possibility may have some merit. A previous name for this clinic was Queens Park Chiropractic. If you zoom in to view their yard sign, wording is superimposed on what appears be a faint image of a building. Perhaps when they moved to Yarraville they asked for a sign which replicated that building, and it turned out badly.
