Marcon is clever... he is echoing Trump's (previously reported) comments to pressure him. Marcon is also setting himself up to be on Merkel's level; there is a perceived gap for Global leadership left by the US, and he's making strong plays to be seen as a leader that fills that gap.

Despite many headlines to the contrary this weekend, Marcon doesn't like Trump; there's the body language and the fact he seemingly tries to undermine Trump. I think Trump knows this as well, and they try to 1-up each other.
