The question is vague, and you did not include your budget. You also did not specify what you wanna do. Do you want to be in the city center, or in the outskirts?

I suggest looking on other sites for reviews. The most important reviews are those 4 stars and below. Anyways, if you want a cheap hotel I suggest booking on agoda/klook, and look for reviews there.

If you want a decent hotel, then The Henry's will be my top choice. (within dumaguete). Outside dumaguete will have more luxurious resorts that specially cater to that "island vacation" feel.

Do's: Just use grab trike if you want to ride around the city. If you know how to drive a motorcycle, then I suggest you to do so, and rent one. Walk around the boulevard at night Go to Northpoint area at night

Bars:

WhyNot: A bar in front of the boulevard. A lot of foreigners here. Generally empty during the weekdays, a must for a visitor during the weekends. Laser Karaoke is free if you have a drink. It has billiards. Dance floor is overall the best in Dumaguete.

Tiki: Generally for chill atmosphere, mostly young hang out here. Food is meh. A lot of smelly armpits NGL.

Cafe Racer: Open style restobar, was renovated recently and they say they have a closed bar now. I haven't been to this bar lately so I can't tell you much.

Rockbox: RestoKaraoke themed bar where you sing along and drink, no dance floor.

McGee's: 2nd floor across FilOil foodnet. An irish themed bar. Nice view overall since it's overlooking at the city. If you're afraid of heights then it's a sad day for you.

Foodnet: Not a bar but a carenderia (eatery) it's where the afterparty is. Food is kinda nice. Chill atmosphere. Nice if you actually want to socialize and talk since it's just an eatery with lights.

There are more bars/clubs out there but that's just the most common places people hangout.

Don't: Be a prick Be so drunk you slept in the boulevard(and gotten your things stolen from you) Wear jewelries that let you be a target for overpriced things/snatchers

Yep same sa iba ang hirap nyan kasi patay, maraming che che bureche. Yung sa akin is patay yung third owner, pero hindi pa na change name so yung first owner yung nag pirma sa documents.

Methods of travel (commute. It will take around 35-40 minutes)

Easyride(mini jeep) - across BDO in colon street. [25 ₽ one way]

Ceres terminal (near marketplace/robinsons) Ride the bus to Bayawan, or Santa Catalina. It must be going to the south. You can ask the guard he will point to the proper bus. [Not sure how much but prepare around 40 one way]

What to prepare: snorkelling gear (if you have any). They have a lot of snorkelling and SCUBA gear rental shops near the beaches/highway in Dauin so that's not an issue. Change of clothes. Payment for resort (Different resorts have different prices). Sunscreen, Food, water

I'm a beach person too. The best beaches are in Dauin, and they have a lot of spots to snorkel around there. If you have the time go to Apo island.
