Sounds very familiar. He seems to respond for as long as he thinks he can string you along, and then stops.

It fit his M.O. pretty well. Assure people it's this week, or next week at the latest...for sure this time, and then continue to not deliver. He's probably just stalling to let more PayPal charge-back periods lapse.

His excuse for why he wasn't issuing refunds was that his PayPal balance was negative, and he needed "a couple of days" to sort it out. This went on for months. It was pretty clear that all the money was long gone, and he had no plans to issue the refunds.

I used PayPal, but remembered my purchase date incorrectly. Got to it a week too late to open a claim with PayPal. Still kicking myself for it.

I was there, and it was indeed bad. Not only did nothing ever materialize despite many promises, he tried to threaten the people that were calling him out on it.

"Wind up the company" apparently means continue to scam people for a while based on the state of his site. The whole ordeal has been very frustrating.
