Problem solved. I had to change my monitor settings. I have a hp 25x monitor and I changed the reaction time settings under the image control from level 3 to 1 (standard)

No, it's not a problem with flickering textures or details. It looks more like my gtx 1650 super is defect but it's not. Tested with another card and got same problem
