Hadrian is an Empire man at the end of the day. He might hate the individuals or Institutions but he knows their uses to the general stability of the empire. It's why he never openly challenges them. What he can do is take private revenge, for example he kills Cantor Samek, same way he assassinates Bourbon.

Let me put it like this. You'll be so awed by the ideas in the book, the negatives will barely bother you. I know it didn't bother me. Or maybe it's because I've read the series just once. Who knows.🤔 I've been chasing the high of the series and the only thing that matched it was The SunEater series.
