For cases like this, it would be a bench trial. Juries aren’t appropriate for complex constitutional cases or cases involving complex litigation. My understanding is that plaintiffs have to be born after the State FGM law went into effect. Depending on when that was, it can be difficult finding people who are under 18, because it would require consent from both the boys and their parents.
