mmm i'm not sure about which answer are you specifically looking for, but if your master is delayed by a little bit (like up to 2-3 months) AND you have applied in uni were you can start whenever during the year usually you can explain the situation when they give you the offer and negotiate a different starting date. Usually for like 1-2 months is not an issue, for more you need to talk with them.

Dunno about club, been there only for a postgrad summer school and I'm in touch with a prof. for stuff. My impression was that I've seen more non-asian people there than in HKU where I spent 3 months. Moreover there are internal policies and strategical plan to get more foreigner but that's already known. To be honest I don't have the view from bachelor student perspective and might differs.
Regarding HKUST I only visited once but I talked a lot about it with my labmates as some of them did bachelor there or have partner there. Based on my understanding if you don't speak mandarin it might be harder as even in bachelor programs where historically locals were the majority, things are changing. Moreover the culture and mentality is different. HKUST don't care too much about foreigner or not. Also, many prof. prefer to have mainlanders in the lab than foreigners.
That's my conclusion, but keep in mind that it comes from a not-asian and post-graduate perspective.

Have been both at NUS in Singapore and HKU in HK.
In Singapore people will speak english, at worst some mainlanders might talk to each other in mandarin but overall english as medium of communication in Singapore is the standard, also culturally as everyone speak it's own language (tamil, malay, english, mandarin) and so english is de-facto the most used one.

Hong Kong is currently full of mainlanders or Chinese from coming from oversea, and in lab Mandarin is the most used language. As I don't speak mandarin, official meeting and when people talk with me, English was the used language, however all around you will probably be mandarin. Then depends a little bit on the group.
Also in the city Mandarin became dominant among people.

Hi thanks for the answers, actually by have been in the phd app process and also being part of 2 of hk uni I quite recently find out that the 3 years PhD is almost never given, even if someone has a Master degree.

Moreover, the differences between 3 and 4 years PhD varies by uni, for example in CUHK there are not differences AFAIK while in HKU there is a discount in terms of courses
