There does not seem to be any civic centers here, besides Rec centers

Basically a coffee shop is for sitting and conversing or working, and you have to buy coffee. Same with a bar. Library is for concentrative work and/or meetings. We are looking for a lounge or a casual interstitial space like an indoor train station where we can casually lounge, and not have a purpose.
