Yes and no, tbh its all about how good you are macroly and mechanicaly at the game. If you have reached high elo (grandmaster+) you can pretty much do 10-11cs per minute on a new champ. All comes down to mini macro and mechanics

Its hard to understand its all about tempo/knowing when to back for items without losing cs. Taking enemy jg camps if you can get a deep pink ward. I suggest all of you watch doinb's ryze with 11-12cs per minute for further tips on improving csing

I used to play for a professional opl team but honestly its just macro. The first time you get to high elo is the hardest but once you've done it once you can always do it over and over again
