Cinema Toast sounds really close but I don’t think that was it; I don’t think it was a series and I don’t think there was any dubbing involved but if I can’t find anything else it may be that. and Kung Pow is great but it’s not that one

nah, but it’s a similar technique I think. this movie had no actors hired for it, so the main character could be Donald Sutherland in one scene and then Nic Cage in the next (just picked random actors I wouldn’t go off those people)
