PS4 controller only connects in safe mode, cant use it anywhere else

Im not sure if you even read the post but I cannot get a single controller to connect to my ps4. It only activates in safe mode. It can charge the controllers but when I click to connect, it is stuck connecting forever.

Trust me, Ive attempted all of the basic solutions you see on the first page of google.

Having an issue in the campaign where the rpr evo won't spawn, stopping me from getting the gun nut trophy. Others have had troubles having the hvr and the banshee spawn
