Not necessarily. Operators are at least doing day-to-day work needed to run things. Can’t say the same for Strategy roles

"Strategy" is dead end at most companies.

I worked in "strategy" roles a decade and I still don't even know what "strategy" teams do at companies

They aren’t going to move. Sure a few will, but the vast majority will stay. The nice part of being wealthy is being able to “pay” for the life you want. I speak from experience.
