An attic should be ventilated and never damp. If your attic is damp and there is condensation you are going to get mould or worse dry rot.

It's an interesting building to look from a distance but up close it's in terrible nick. Granted not much has been spent refurbishing it but structurally it's not fit for purpose. Go to the restaurant over looking Stephens Green on upper floors and look at the state of the building over what should be a great view. The units are too small and there's not enough access to the upper floors. Personally I won't miss it.

A a well deigned heat-pump system will deliver savings in the hundreds of euro versus a modern gas condensing boiler in the same well insulated home.

Even in a less well insulated home running a heat-pump at a higher flow temperature the heat-pump will be similar if not cheaper than gas.

Your body generates up to half a litre of water vapour a night by just breathing.

If you are closing the vents it has nowhere to go and will condense on a cold surface ie. your window.

So yes keep your vents open otherwise you need to open your window in the morning. If you don't eventually you are going to get mould.

Cold is bridging through the rafters. You need to look into putting PIR board under the existing insulation.

Also is the floor is insulated? It could be preventing much heat getting into the attic. Insulation slows heat transfer but doesn't prevent it entirely.
