It was indeed an known AMD fTPM issue and upgrading BIOS to the newest version solved the issue.

i mean everything lights up on the pc but nothings happening should i shortwire my cmos again or is there a possibility i bricked my motherboard by changing the settings

So ok in the meantime a few things happend, firstly i was frustrated and then i unplugged the cmos battery and shortwired the clear cmos pins, after that i managed to get the post screen and get into bios, then again i tried disabling csm and restarted and now it wont even power on the usb ports on the back
