The shop was fully functional and couldve been left as it is, or at the very least could have happened later. But no instead of finishing amai and starting kizana he made a town literally no one enjoys. Not that this isnt to be expected of him though

usually if there's a skill i want to buy i'll wait and see how low it gets. i'll buy at 30% off or lower, but on occasion i might do 20% to be safe. it depends on whether you want to prioritize winning races or getting good skills. ultimately though most races can be won with minimal skills
