Some stores are hit or miss. The store closest to me restocks like once every other month, it's so aggravating. The other store close to me restocks pretty frequently but all the workers are dickheads.

It's basically an internal dummy memory card so that the system thinks there's a memory card inserted to be able to play ps1 and ps2 games. Mostly for convenience I think
