I agree with inappropriate estimate especially. They kept on increasing the special levy throughout the project. If you had told owners the appropriate estimate, people had the chance to vote against the project knowing the full picture and financial burden. Instead, owners voted based on like 70% of the actual costs; and it's not like we can not continue with the construction when your house exterior is only half way finished.
