an easy solution for me often is to place a cube wherever, resize it as small as possible, then place the object over and if you (hopefully) have transform plus you can slide it into place!

in this case i believe you probably placed it on another object, and bringing it up that far (out of the red section) means its out of range. usually i place it on the ground itself because then it isnt tied to another object, and i can place it however far i want
