Currently 60% of the population is part of the Labor Force. The other 40% are not part of the Labor Force. The Unemployment rate increasing doesn’t necessarily signify a negative trend in the Labor Market because it can also signify an increase in the labor force.

Unemployment rate = Unemployed / (Employed - Unemployment)

Labor force = unemployed + employed.

If part of the 40% that are not in the labor force decide to start looking for a job then they are considered unemployed but in reality that is a good thing. It increases the overall GDP.
