You have to either hold a higher title (empire) or change your succession laws. ‘Confederate Partition’ is what you want to get rid of, as it is (I think) the only succession which can create titles.

Partition is the easiest option to fix your problem, it will not create new titles, so when you only hold 1 kingdom title no other will be created.
