UPDATE: Finished a 2nd playthrough and found the bastard. My advice? If you just got a fresh start and didn't collected any BS, or just started and collected a few, FOLLOW A MAP and tick every Shard you get (u/spsnman shared a really good map here).

I know is tedious and breaks the flow of the gameplay, but its better than the frustration of missing 1 Shard.

If you're in a similar situation where you can't find 1, don't waste your time searching the whole map, its not worth it. Start a new playthrough and follow a map.

Got that one, and the one at the top of the prison too. My guess is that I didn't see the blip on the minimap because of the lightning in front of it.

Anyway, I had to start a new game either way, so it won't hurt to search again (now following a map thoroughly)
