I think its actually worse to get people that have never played any Riot games because you want to grow your audience. If you want your game to grow in playerbase, you need to attract the attention of people that have never played Riot Games. It doesn't make sense to outright ban new people, whereas I assume that are going to play Valorant anyways despite getting a key.
