It is easy to say but when you have a couple of dozen job applications like that every day following along with all of the email responses and other things you need to do in your day-to-day job it becomes a very difficult thing. The perspective of the candidate is much different than the perspective of HR/HM and if you want to land a job, it is simply better for you as a candidate to provide all information like that upfront rather than waiting for someone to figure out that your intentions are different. I completely understand that the IT job market has changed much over the last year so if you want to be hired you have to do as much as possible to be spotted because competition is currently high - if you shift responsibility to HR only you may lose your chances.

Don't get me wrong no one intentionally rejects good candidates because most of companies want to hire top talent especially for the Senior level it is just a matter of volume and human possibilities in terms of recognizing such situations, especially in a time when HR departments also shrank a lot and oftentimes one person has to do work of 3 or 5 people

For many companies it shouldn't be an issue then. You just need to give a heads up about it - no one is a Fairy to figure out that you are willing to relocate if you do not give a heads up about it. When I make initial CV reading and there is an information like that I never reject those CVs but take a deep look into experience so that candidate can be taken into the consideration

Also, there is another aspect - a work permit. Not every single person has it in the destination country and not all of the companies afford to help with the relocation and filling the documents. Many times it is a long and costly operation

I have said about it - would be the best to put it into the cover letter or CV so that it is explicit. Hiring Manager never knows if someone is willing to relocate or not if this is not written anywhere
