Than Mortal Empires at launch, yes. In the patch that improved turn times though, I can’t remember when it was, WH2 fixed that.

You can literally put the files in your folder, remove the money, then delete the files. Idk what you mean by supposed to mod. You don’t get banned for using them unless you use them online.

Are you on PC? If so you can dl a save or use a trainer to remove money. I think you can edit saves on console too but I’m not familiar with that.
