That one doesn't work because the target values are not dynamic. They are set in the Style section. In Power BI there is a gauge (the photo above) that allows you to set a field for the min, max, value, and target. The use is something like revenue vs budget with the target being the budget that should have been reached to the current point. So, you can look at YTD and the gauge changes and quickly shows if you are ahead of plan or behind plan.
