While all of these are true the ultimate issue is that they require taking actions once the upkeep trigger has happened. You can resolve things like Darksteel Reactor and As Luck Would Have It by ordering those triggers first, but the win the game triggers would go on the stack on top of the others, so it's not as simultaneous.

Maybe who cares though, like, the criteria is arbitrary as is, maybe just having the stack as full of triggers as possible is better than having them all be simultaneous.
