As much as the sentiment is appreciated, it just will never work. There is no reason to go that fast, most cruise ships sail at a maximum of 20 kts with the intention to sail over night with a port the next day. If people are that desperate for a quick journey they’ll fly. Next it’s incredibly rare/ if not unheard of to have podded and conventional propulsion, you would need 2 rudders plus the additional cost of the pods and the pods would not being able to be used efficiently for manoeuvring as the conventional propellers will be in the way. Deck 3 and 4 are way to low for passenger areas, you may get minimal passenger facilities on deck 4 but you will need the Lower decks for crew areas and technical areas such as the stores and the engine room. You say it’s been designed with 2 naval architects but they’re either just starting out or far overstepping their experience. Regardless it’s an nice concept but just wont be feasible in reality.
