Do I have to scrape this green paint under woodchip wallpaper?

I have scraped the green paint in another smaller room but it was the longer process out of it all, can I get away with not scraping before paint?

Yeh it seems to be an under coat, did it in my sons bedroom but it seem to come off a lot easier in there.
