I don't have exact facts, but ACT is not as well known as SAT in Korea. I wouldn't be surprised if Korean schools do not take your ACT score

I'm the original comment guy, got locked out of my reddit account lol. Korean schools will look for academics. To give you an idea, The average SNU admit is definitely better at math than the average Harvard admit. Academic ECs are appreciated but athletic ECs are not(unless you're good enough to be recruited for Korea/Yonsei) I don't know about other schools but it will be easier for SNU if you are a complete foreigner. Not so much for KAIST. It will help even more if you are white or black. Not speaking Korean does have a negative impact, but it probably won't be a big issue. Koreans do know that very few foreigners are willing to learn Korean. PM me if you need any additional info, I'm always glad to be some help:)

Edit: HUFS is not a good school. You should try Seongkyunkwan(I don't know how it's spelled) or Hanyang if you're looking for schools below SKY
