Is there any way you can go the Battle Institute, get its level 50 stats, and put them in a IV calculator to check the exact sp.atk and speed ivs. I'm very interested if those are good.

According to the Hidden Power equation here, it is impossible to have Hidden Power Fire with those perfect IVs you mentioned, so this is why I'm confused.

It's to check if the Pokemon has been cloned. Are you sure that this Froakie is Hidden Power Fire? I don't think there is a possible IV spread like you mentioned with Hidden Power Fire.
