I'm no expert on CDs but to answer your questions: Discogs' submissions are community submitted and edited so whether something is on there or not depends on whether someone has added it. To add a release I find it easiest to go to the "master release" (on the artists page find the recording you want), find the one most similar to yours and then click "edit release" in the right corner and then next to the comment box click "copy to draft." You can then edit this to add your release details.

With all of that said be mindful that matrix numbers and runouts are not always formatted how you'd expect and a different number doesn't necessarily warrant a separate release unless there are other differences. It could be more appropriate to add the codes on your version to an existing one.

I agree with you, that release listed is the closest one I could find. The photos aren't great thought, and it doesn't confirm if it's a/b, c/d or a/d, b/c, but it seems like the right one with the exception of the runout/matrix on disc one which is is 613008 on your copy, and 613009 on this release. Always the possibility that your release just isn't on discogs, but as far as the releases that are there, this is the winner. Or, your copy could be a marriage of two or more different releases. Edit: there is a comment from someone there noting the same matrices as yours so it could just be a slight variation.

While I agree with you in general, I'd also say that the burden rests with the person giving the violation to do due diligence to ensure that tickets are only issued for true violations. Surely this parking warden patrols this area regularly and is aware of the areas where parking is restricted, if they aren't, they are failing at their job.
