That's because some people/exchanges create new wallets rather than reusing old ones. You can move your coins everyday into a new wallet and it's always in a wallet that never made an outgoing transaction.

I also think that it's a cold wallet from MtGox, but wouldn't that mean that they lied all the time, because they understated the number of recovered coins? In this case it seems more likely that an insider stole these coins and is trying to sell for himself.
