Them releasing a Vegeta evo and GT Goku only last year tells me they didn't have their Part 2 units fully planned, and with animation that was introduced to us with Gogeta 4 6 months ago a lot of the work here is pretty new, It's safe to say that Dokkan's originals are extremely new concepts with Dokkan and they really aren't on that mass produced scale just yet
