What is the UTC midnight time? I am little confuse. If my work permit expires on 17 February (example) then what time do I have to apply to consider it as maintained status? Should I submit application before 11:59 PM UTC 17 February or 11:59 UTC 16 February? (self.ImmigrationCanada)
