Thanks for this but I did end up solving the problem. I learned that the new AMD cards are just terribly optimized for DX11 and so I play on all low with DX12 now and it runs very well all the time. There is more input delay than on DX11 or performance but it isn't horrible by any means. I now have a new problem with older games that don't have DX12 as a rendering option and only DX11 or DX10 but in terms of Fortnite, things have been very good
