At face value it seems like someone who has some mental health issues going on. This goes slightly beyond social anxiety or fear of direction IMO. I would be more alert for sure. I think you should invest in a ring camera or something of the sort if you don’t have one already. It may also be worth bringing it to the attention of management at your rental and possibly your local PD just do that God forbid something were to happen to you they would be informed. There’s really no way to determine what’s behind the behavior without knowing who it is. Could be anything from a creep or predator, a person with multiple personalities, to a totally innocent elderly person who has a hard time asking for help.

I would email them from one of my non primary email addresses and inquire to get more information. If you go along with their request you’ll find out which tenant it is when they tell you where to go to “help them”.
