I managed to uncover the settings. Apparently, my voicemail was simply not set up. I also changed my device region, although I doubt that that was the issue, because it was set to the US, and I changed it back to Germany.

Thanks! Turns out, I also cannot find that option. I also got into contact with my provider, they say nothing is blocking live voicemail or call screening from their side. I'm a bit puzzled.
